On 17 February 2026, we participated in the 15th National Practical and Technical Workshop dedicated to building civil protection and civil defence systems in Poland. The event was held online via the ClickMeeting platform and brought together specialists from across the country. The workshop was held under the patronage of Dr hab. Piotr Gawliczek, Prof. UWM – researcher and lecturer at the UWM Branch in Ełk and Director of NATO DEEP e-Academy.
Step by Step Through the OLiOC System – What Was Discussed at the Workshop?
The programme was divided into four thematic blocks. The first focused on practical implementation guidance – experts discussed the most common mistakes made when building the system and the role of audits as a verification tool. The second block addressed system design: the distribution of roles, key documents and procedures, and how to avoid situations where plans exist on paper but fail in practice. The third block was devoted to Collective Protection Facilities – participants explored a systemic approach to the construction of shelters, implementation concepts and financing options. The fourth panel covered system verification and improvement through training and exercises – decision-making, staff and practical – as a real tool for identifying weaknesses and drawing lessons learned.
Our Participation and Summary
Our participation in the workshop is another element of IBIES’s ongoing engagement within the security expert community. Together with other attendees, we received certificates of participation and an electronic package of reference materials. Initiatives of this kind are an important source of knowledge and inspiration for our continued work in the field of security education.
